He Oranga Poutama was established in 1996 under the Hillary Commission, which is now known as Sport and Recreation New Zealand or SPARC. Since 1998 He Oranga Poutama has established a national network of Kaiwhakahaere throughout the country. The He Oranga Poutama programme bases its foundations on the four elements necessary for well-being: Te Taha Tinana (Physical), Te Taha Wairua (Spiritual), Te Taha Hinengaro (Mental) and Te Taha Whanau (Family). Therefore, our goal as Kaiwhakahaere is to incorporate these elements in order to educate and support whanau, hapu and iwi in having healthy active lifestyles by enhancing their enthusiasm for sport, physical recreation and active leisure.Kaiwhakahaere aim to empower and support the Maori community by actively promoting:
